Best process to reuse a harddrive (with windows 10 on it) on a new motherboard

Does anyone here know the best process to migrate my Boot drive (ssd) and hdd on a new motherboard? Whether it be reinstalling windows 10 or being able to save all my data. I only plan on upgrading my motherboard and CPU.

If Windows version is full retail, license is transferable. If version is OEM, No.

Microsoft OEM Software Licensing: Rules & Restrictions:

OEM Software may NOT be transferred to another machine. Even if the original laptop, PC or Server is no longer in use, or if the software is removed from the original hardware, OEM licenses are tied to the device on which the software is first installed...

For full retail versions, clean install of the operating system and software, is the general practise.
