Hello. I have an question. Power outage is typically not nearly as "clean" as just turning off a switch in psu or power cord, or its the same?

Same as pulling a cord or switching off.

It is the same effect on a PC. It's a sudden loss of power the PC is not prepared for. All three acenarios you described.
