Crap. Dangerous, and can take out every part it's connected to your house. I wouldn't even try use that without a fire extinguisher.

Seriously, don't cheap out on the PSU. It's the most important part of the build. I suggest a Corsair CX450M for a budget unit.

Efficiency has nothing to do with how good a PSU is, it does not equal performance or build quality.
