Windows 10 - Saves Desktop settings?

Okay, so kind of a newbie to Windows 10 in general. Whenever I shut down and start back up, Windows 10 has saved whatever I had open before I shut down, like YouTube (in Chrome), folders open, etc. Is this normal?

Does it behave the same way if you restart the computer?

If it doesn't it probably has something to do with fast boot being turned on, which essentially lets windows save your state to enable faster loading after post.
