Computer Lagging/Stuttering/Freezing Repeating Issue

So I wrote most of what I need to say in a google document here as my list/descriptions started getting quite lengthy and I didn't want to clog up the post. But basically TL;DR my computer will start lagging/skipping around really hard mostly while gaming but has occurred sometimes while just browsing. I have tried to include everything about this problem into the document so if I may be forgetting something please let me know. This has been a problem for a long time now and with everything I have tried I hope someone knows a solution (whether blatantly simple or complex) no matter what it may be. Thank you for your time.

  1. So you said you have malwarebytes installed, but did you scan the system? If you haven't, do it now and see if that fixes the issue.

  2. Try with one stick of RAM, then the other.

  3. Disable all startup problems in task manager and reboot.

  4. Try selective startup mode with startup items disabled through System Configuration. If not, try diagnostic startup.
