I know theres more to PSU's than just wattage and efficiency, something to do with rails and all...

I don't quite get the concept. Can someone just tell me if thats good?

Also, side question, what is good clearance for wattage? IE if my PC could draw 1000 watts at max I know I shouldn't get a 1000 watt PSU because it might spike up above that or something like that. The build I'm making takes 1147 watts

Good for what? What is your build? Is efficiency or noise important? What is your budget?

I actually want 4 1070's so add 360 to the total wattage.

I don't particularly care about noise and efficiency matters a lot. My budget is limitless but I'd love to save wherever and whenever I can
