Can Windows 10 be transferred to another computer?

I'm thinking it can, but I haven't found anything giving me 100% confidence. I have a laptop I plan on selling because I don't use it as often as I thought I would. I'm building a new desktop and bought Windows 10 Home. I'm pretty sure my laptop came with Windows 10 Pro (linux on it currently). Could I transfer the license to my new build and put the windows 10 home on the laptop?

Microsoft OEM Software Licensing: Rules & Restrictions:

OEM Software may NOT be transferred to another machine. Even if the original laptop, PC or Server is no longer in use, or if the software is removed from the original hardware, OEM licenses are tied to the device on which the software is first installed...

You can check for yourself by reading your own MICROSOFT SOFTWARE LICENSE TERMS in your current system.
