CSR BT 4.0 Adapter not working

I've had a Sabrent BT-UB40 bluetooth adapter since February and it worked flawlessly until I reinstalled Windows a few weeks ago. Now, it can only "see" bluetooth devices, but it can't connect.

I've tried connecting through Settings-Devices-Bluetooth & Other devices- Add a Bluetooth or other device, Devices and Printers-Add a device, and I've tried installing the CSR drivers and connecting through there. I've also tried updating the drivers, unplugging and replugging the adapter itself, and deleting the drivers and restarting my PC with the adapter still plugged in. Each time, it doesn't work because it can't get a response from whatever I'm trying to connect. I've made sure the devices I'm trying to connect (my Xbox One S controller and my BT speaker) are on and pair-able, but nothing works.

Any help is much appreciated.
