USB connections turn on and off rapidly

This issue is affecting motherboard and front I/o ports. When plugged in, USB drives open and close rapidly in windows. A wireless mouse adapter works when plugged into any USB ports. A keyboard plugged in via PS2 works fine, so I think it’s only affecting USB. A phone plugged in will charge on and off rapidly.

Anyone have any idea what the problem is?

Could be a failing PSU. If the 5v rail is failing... The 5 volt rail has its own separate set of circuitry, wires, and connectors to deliver 5 volts.
