First and foremost, which would be better for a brand new PC (No OS)? Secondly, what comes in the package (Either or Both)? Thirdly, How would I download the OS? How do I get it on the computer when I'm in the build?

Windows 10 OEM is a one time use key, where as a Full retail Windows 10 allows you to use it as many times as you want for one system at a time. Also with no OS, you're computer will just boot into BIOS and not leave BIOS until you get an OS installed
