PC lights and up and fans spin but no post

Quite possibly your ram may be a culprit. Checking the part number for that ram kit, that's a Gskill kit designed for Intel boards. Ryzen (and most speciifically FIRST gen Ryzen like your 1700 can be quite picky about what ram support for a particular motherboard will work. I could not find that kit on Gigabytes QVL list for that motherboard.

Double check that everything is connected correctly, from power, to sata, to all leads going to the motherboard. Make sure that power plugs are fully seated for each item on both the PSU side and the device they are going too. That would be the first thing to check try and exclude that something might not be fully seated and plugged in properly.
