New Ryzen Build not shutting down all periphals

I just finished a new build with the following specs:

Phanteks Evolv X ASRock X470 Taichi EVGA Supernova G3 750W Gold Ryzen 5 2600 G. Skill Flare X 2x8GB MSI DUKE RTX 2080 Corsair H115i Pro AIO 4 Noctua A14 Fans Samsung 860 Evo 250GB SSD WD Blue 1TB

Problem: When I flip the power on the PSU itself the MOBO light, AIO light, and case lights turn on. (Case is connected to ADDR RGB on MOBO). Which leads to the second problem: When I shut down via windows, all of these component lights stay on AND the AIO fans continue to run, although at a lower RPM.

I have updated to the latest BIOS 2.0. I have searched and tried everything I can think of including, disabling all "wake up" settings in the BIOS. Enabled "Deep Sleep". Cleared CMOS. I keep hearing about this ErP setting but my board doesnt seem to have that in the BIOS.

Any help would be greatly appreciated.

Do you have windows 10? If so, I see where people have went to Control Panel> All control panel items> Power options> System settings.... and uncheck (turn on fast startup). You can try this and see if it helps. Good Luck!

Yes, I have windows 10. I did try that as that was a very popular fix. However, it did not work for me. It actually hurt my system because when I turned it off it would no longer recognize my SSD and I could not load into windows.

After 10 hours of trying different things..the issue was with the case RGB LEDs. I have the new Evolv X case which has integrated RGB LEDs. I plugged them into my addressable RGB header on my ASRock Taichi mobo in order to sync everything. That cable connection to my mobo was the issue. I unplugged my case RGB LED cable from the mobo and it shutdown fine. I dont understand why a lighting cable wont allow the PC to shut all the way down.
