Help with creating my first gaming PC build

Hello, I am new to picking my own parts for a PC. I’ve built a few for friends but now I’ve decided to build one for myself! Biggest problem is I’m not well versed in PCs really at all. I’ve always been a console gamer. My brother streams on twitch and just got partnered and it’s made me wanna take up streaming!

For this build I want to be able to stream at atleast 720p.

Currently the game that I want to play with the highest requirements is Mortal Kombat 11. Though this is not the game I will be streaming. I’ll mostly stream old retro games. It is however what I’ll be playing on the PC!

The system requirements for MK11 are:

OS: 64-bit Windows 7 / Windows 10 Processor: Intel Core i3-2100, 3.10 GHz / AMD FX-6300, 3.5 GHz or AMD Ryzen 5 1400, 3.2 GHz Memory: 8 GB RAM Graphics: Nvidia GeForce GTX 780 or Nvidai GeForce GTX 1060-6GB / AMD Radeon R9 290 or RX 570 DirectX: Version 11

Any help towards making this build would be great.

I currently live in Northern Ohio. My budget is around $680.

I do not need mouse, keyboard or monitor as I already own these. I also have a Samsung 1tb 850 EVO 2.5 SATA SSD that I bought for my PS4 that I can use for this PC as well.
