Windows isn't booting after replacing Motherboard

I had just built this PC https://pcpartpicker.com/user/Ruler596m/saved/#view=8HGKBm last week. A few days after the PC was finished the motherboard went bad, so I replaced it with the exact same model, rebuilt the computer and now Windows won't boot from anything. The SSD, install disk and a USB Drive with windows on it all freeze on the Windows Logo and never make it to setup.
