You can't answer this question without more information on your build and what you plan to use it for. If its straight gaming with a RTX 2080 TI then a i5-9600k would be a better choice. Than again, why would you spend $1200-1500 on a gpu and pair it with anything less than a i9-990k? If its gaming with a RTX 2060-2070 than both would be great. If its gaming and streaming then a 2700X. If its gaming, streaming and content creation than a 2700X is better.

So you need more information.

2700x will handle multiple threads better as it has multi-threading enabled, where as the 9600K does not.

Base clock is the same, Intel's turbo is higher, and will likely have further overclocking headroom available to it over the 2700X (which is essentially already overclocked).
