My first build won't provide feed to monitor and keeps restarting

I built a pc that keeps restarting and hasn't been able to give any video feed from the gpu while plugged into the monitor. The fans spin up and the case's power led comes on and then the light turns off for a second or two and the fans stop and it repeats the cycle continuously. the parts list is here; https://pcpartpicker.com/list/vDhrKB Any suggestions or thoughts on what is going on?

Is the PSU's ATX 4+4-pin & 24-pin connectors fully connected? Sometimes a loose connection can be a culprit with random power ON and OFF. Though same is true for a PSU not working properly either which could mean a capacitor is failing too which requires a PSU replacement [suggesting a Corsair's 2017 CX450/550w No Modular or Seasonic's Gold Plus 450w/550w Semi-Modular].
