this is my final build, ive actually bought everything but the cooler, power supply, gpu, and motherboard. need people to explain what needs to be changed in regards to the notes or are these notes common etc. thanks!

That note is common - don't worry about it. During assembly, check the motherboard manual to see which SATA port it will disable when using an M.2 drive. Just make sure you don't plug in your secondary drive to the disabled SATA port - that's all. If you have a secondary drive at all.

okay awesome, and how does everything else look? just curious before i shoot the gun on these last few items and miss perhaps a return window

I'd say you're a bit light on the CPU cooler and heavy on the power supply. 550w would be fine, 650w if you want some extra headroom for overclocking. For less than the PSU listed you can get a Seasonic 650w Gold Prime, or a Focus Plus Gold for even less. The 212 cooler is OK but I'd spend a bit more and go for a Scythe Fuma or Mugen 5, or a Thermalright Macho.
