Aorus Z390 Ultra Freezing Issue (can't install windows 10)

I'm having a freezing issue and cannot install windows 10 fully or even boot up the PC in general without getting stuck on a windows 10 menu, the BIOS menu or the AORUS splash screen.

My specs are as follows:

Motherboard: Gigabyte Aorus Z390 Ultra

CPU: Intel i9-9900k

Graphics Card: MSI GeForce GTX 1660 Ti

Memory: Corsair Vengeance LPX DDR4 (2 x 8GB)

SSD: Samsung 860 Evo 1 TB (2.5 inch)

PSU: EVGA Supernova 1000 P2 80+ Platinum

AIO: Corsair HYDRO series H150i pro (which proved to be defective so I'll be returning it and using the Intel stock fan until then)

This is my 1st build ever but I've assembled it all properly (I watched tons of YouTube videos lol and even had it looked at by a few computer shops). However, any advice will be greatly appreciated. I'm hoping there's an easy fix that doesn't require me to return the CPU lol.
