Computer Turning On and Off

I just got back to Japan and went to re-install my computer only to find that it keeps turning off right before booting and then turning back on. I've looked at the wires to make sure nothing was disconnected and everything seems to be "on" so I don't think a part suddenly short-circuited. The power supply also worked in America and Japan, so that isn't the problem.

I think that the issue is that I OC'ed in Japan which has a different voltage output than America and now that my computer is back using American voltage the computer can't handle it. Is that a good assumption? How can I reset the CPU OC without my computer being on?

Nevermind, I'm stupid. One of the RAM sticks wasn't seated all the way...
