Using what exactly, to monitor the idling temperature?

If you're in windows, make sure nothing is running in the background (like file indexing).

Either the AIO is broken, mis-mounted, or not pumping, or there's something running in the background.

I followed the manual given with every single step in order to mount etc.

Is there any way i can check to see if there is something running in the bg i've used task manager but haven't seen anything huge. Whats odd is that when i do launch heavy load games etc the temp just stays at 60C despite the change in load ?

Is the AIO pump plugged and spinning? Fans me be running but if the AIO pump is idle, it's a dud.
