My friends have told me that I wouldn't need a water cooler if I'm not overclocking. What do you think? Should I go for a CPU cooler?

Just get the cooler. It's the best you can get for such a price. It'll be worth it in the long run, especially if you want to OC.

getting an aftermarket cpu cooler will improve the noise that your PC makes and will reduce the temerature of the CPU. So if you can afford it, its a great improvement, but its not necessary.

For the money you really cant beat that CM 212 evo. But water coolers do perform better and look nicer. http://www.newegg.com/Product/Product.aspx?Item=N82E16835214055
