The thing is, when I play dota2 and league of legends on it, my screen will stop for like 3sec then back to normal. I thought at first I just have to reinstall the games but it is still the same. then I tried to reformat my pc coz it maybe some malware or background apps that I dont know causing it. but it is still the same. then I clock my 2600x to 4.2ghz with 1.375v and my bump my memory from default to its advertise speed 3200mhz with 1.350v and fix the timing to what the ram says. and I still get the same stutter 3sec stop/lag. it always happen like every 10min. I'm playing at 4k. my gpu temp is always low, and my cpu specially that always sits around 40-50c when gaming. but when I play GTAV I dont experience that kind of 3sec stop/lag/stutter. just on dota2 and LoL.

Any help?

do you have your monitor plugged into your mobo or gpu?

He wouldn't get any picture at all if it was plugged into the mobo, there's no integrated gpu on the 2600x or the b450 (only the G suffix amd cpus have integrated graphics).

my gpu load is only around 48%. highest was 66%. Is it because my cpu is bottlenecking the rtx 2080?

More likely that they're just not very demanding games, you can always use a cpu monitor to check usage while you're gaming (msi afterburner will do gpu & cpu too iirc).
