My dad needs a laptop with a TPM for database work. It can be new or used and has to be under $300 USD.
Little late to the party on this one, but a good rule of thumb for a machine at this price point with a TPM is to seek out business class Dell/HP machines.
Lots of Dell Latitudes out there with TPMs, windows pro, SSDs, 8GB RAM, and Ivy bridge or newer dual core CPU's available refurb (typically new battery, sometimes new keyboard/trackpad/display), for around or under $300.
Nowadays, even most consumer class machines provide TPM function through the AMD/Intel TPM firmware application. No special hardware required, and this function is available on most "basic" dell/hp's made in the last several years.
