Have you seen those cheap Windows Licenses that are being sold on random online shopping sites? Are they safe to go with and if so what ones do you think are worth it?

No, they are cheap for a reason. They are not legit keys.

no thats a scam. The only legit way is directly from microsofts website. You can also use newegg or amazon, but those typically come on a disc and you might not have an optical drive.

The OEM version comes on a DVD and the retail version comes on a USB flash drive. But even OEM without a optical drive is no issue since you only need the license, and can download the install files from Microsoft to make your own usb drive and use your OEM/Retail key regardless of having the drive or not.
