Dell 8700 upgrade

I'm looking to upgrade my wife's older Dell. She is running windows 7, I would like to give it new life. It takes minutes to completely start up. I purchased a 1TB hard drive and a 250gb ssd. Can I install an OEM version of windows 10 home? or should I get a retail version? (USB, DVD or download?) Everything else is staying, No MB upgrade. Where would you recommend purchase? Thanks

The OEM version of windows can be installed but I would recommend the retail version since that is the only one that will allow you to move it to another pc in the future if you upgrade etc.
