Modular psu have removable wires. This can help with build that are in small cases or if you have more connectors than you need. This makes the build both tidy and good looking but can improve airflow. The corsair cx 430w is usually $20 and is a great bang for buck psu I wouldn't go any lower than that due to quality

Fully Modular = Every single cable is removable

Semi-Modular = 24pin/8pin are hard wired (sometimes PCI-E), the rest is modular. Depends on manufacturer.

semi modular means that some of cables are removable. usualy the 24pin, cpu power and sata are connected. this is because they are always used and any other connectors are possibilities
