We would need to know your exact motherboard before we could answer that. Different boards have the PCIe lanes split up in different ways.
You can, as long as you only use M.2_1 and only use an NVMe M.2 drive in that socket. Using M.2_2 disables SATA_5 and SATA_6, and using a SATA M.2 drive in M.2_1 disables SATA_1. M.2_1 is the lower socket, down by the SATA ports.

Only if you use a SATA M.2 drive in the lower M.2 socket. If you use an NVMe drive, SATA port 1 is still available.
