2500k vs 8320 for Emulators?

A knowledgeable friend of mine said I should get the 2500k for emulation. Why?

Some emulators are optimized for Intel CPUs. 2500K is kind of old now. Maybe you could go with the new Haswell 4670K.

they dont overclock like the 2500k basically the same cpu's too

what does he mean by 'not overcloclocking like...'? does he mean you can't get as high of speeds, different way of doing it? less reliable?

i guess what I'm asking is what does he mean and whats his reasoning.

They can do decent level of overclocking. The Haswell chip is a different design with new features. I'm gonna refer you the Wikipedia page because I'm not really specialist of CPU design. http://en.wikipedia.org/wiki/Haswell_(microarchitecture)#New_features

Hey, I can wait for either one, as long as they have an option that's around $200.
