Maybe something like this. You also could downgrade the CPU to FX-6300 and get something like a GTX 760.

I believe that Windows 8.1 OEM has to be switched to a full version for personal use. It is my understanding that Windows 8 and 8.1 were a bit different in how they were licensed.

I have a feeling that this is the best build you're gonna get without going too much over your budget.
