Does pcpartpicker allow you to add things like tubing and water blocks for your gpu and cpu?

There is no water cooling section, but you can add them as custom parts (very bottom of your parts list).

I have brought this up to them recently. Adding such an extensive list of available water cooling parts will take some time for them to implement.

There are cpu watercoolers listed under the cpu coolers section, but is limited to retail closed loop systems such as the corsair h50, 80 etc.
