Is this i3 good enough or should i go for a i5?

It would be my first build, i want it for content creation, photoshop and such programs as 3d Max, will also do gaming, but not all the time and I am just okay with High and not Ultra settings.

I am on a tight budget too.

Also, would the PSU be too much? or is it fine as the r9 270 requires 550w as minimum?

yes the psu would be too much.

gpu companies have high recommendations to make up for the people that use terrble inefficient psus.this websites wattage estimate is around 300.thats plenty of headroom.
