looking for a budget build, and this is what I got. i have to get the most performance right now under 400 bucks after tax, and i will upgrade later, like headsink, psu, and maybe a video card. i would be gaming on anything i can get my hands on, but mostly dota 2. thoughts?

That is fine for a budget build, but get a Western digital caviar blue 1TB 7200rpm hardrive for firve bucks more.

Logisys sells PSUs that in my opinion are fraudulent. They have extreme low quality and don't reach the labeled wattage. Get a better one.
