Both will be fine for what you want to do, but I do recommend going with a 2x8GB 16 gig kit for the RAM, so you have the option to add another 16 gigs in the future if you need to. I'd also make sure you're using an 80+ gold or platinum power supply in both builds (I'm looking at you, build #2) There's absolutely no reason not to with your budget. Also, why are you getting an enterprise level hard drive? It doesn't make any sense for what you're doing. You can easily get a 2TB barracuda for the same price and have more room to store your videos.

The two extra cores from the i7-4930K are going to give you more processing power, obviously, so It might be the better choice though.

Personally for "light" video editing I would pick the first one and change the motherboard to the maximusVII hero.

Also I would consider the r9 290X before buying the 780 Ti. Save yourself some cash.

Obviously the Ivy-E build will perform better in editing and that sort of thing, but if you really want to spend that much when are you planning to build?...

Gigabyte windforce, msi twin frozier, and xfx double dissipation are all under $500 right now, any of them will be good you could do a little research and see which is the best cooler on that card.
