After several helpful recommendations, I have come up with the following build that will be used for the following:

  • Heavy Programming
  • Light Gaming
  • Some Streaming
  • Day-to-day tasks of a CS major

I am still open to suggestions, whether it is improved or additional parts. Or if you think some parts can afford to be downgraded, that is just as helpful. There is some wiggle room in the budget. Thank you in advance for your advice.

It might be worth going for a Z97 motherboard, as you might need to update the BIOS if you went with a Z87 motherboard. You can find some Z97 boards for a similar, if not cheaper price.

Everything else looks great for what you're doing.
