This is my first PC build so i wanted to make sure that i was building a machine that was the best price at this level. Also, is this amount of performance necessary? I'm going to be using it for max settings gaming with lots of mods. Basically is this the best "bang for my buck" at the right level of "bang".

You don't need a $200 motherboard, you're paying for branding with the ROG line from Asus. You also don't need 250GB of storage on a SSD. You could also go with the Coolermaster Devastator bundle and save quite a bit of money on your peripherals. Lastly, you are spending more money on your monitor than your CPU. This would be fine if you were doing a 4K gaming build but you aren't, I would put the money into a better GPU and get a cheaper monitor or just completely save the money and still get a cheaper monitor.
