Photoshop on a budget

This is hypothetical for now but it's a project for later on. I'm looking to build a computer for someone who wants to use Photoshop. One thing I'm doing is staying conscious of power draw and electricity costs so I'm looking to go down an Intel route.

This is a budget build remember, so no "Get an i7 4770K because it's what all the professionals use" answers.

-The person who wants the computer won't be overclocking so a B or H chipset would be fine, right? No massive bottlenecks in power, right? -I'm looking at socket 1155. I've been looking at an Intel Core 15-3470. Remember this isn't an overclocked system, just one that works quick and efficiently. Is this a decent CPU for its price? -I've yet to do wattage calculations, but I'm assuming a decent quality 500W PSU would do the trick? -I've been looking at an AMD Radeon R7 260X card. This should be more than enough for anything Photoshop throws at the system.

Is this decent so far? I'm fine with RAM, Operating System and other issues not mentioned.

I don't have a strict budget set but it certainly won't be enough to kit the machine out with £300 CPUs for example. I'm going to guestimate around £500 give or take.

This particual Xeon = 4770 - 100Mhz - intergrated GPU and it costs £33 less, so yea, a very similar & powerful CPU.
