The 4790 beats the 4770k at stock speeds. But obviously an overclocked 4770k will beat the 4790 but I have a habit of breaking things, I don't know if I wnna overclock my processor lol..

The i7-4790K beats both with it's stock clock of 4.0GHz, and with a Z97 motherboard and $2000 budget, there's no reason not to go with it, even if you don't plan to overclock.
