I have a Corsair CX600M PSU semi-modular PSU and I want to use two SATA modular cables. Can I use a modular SATA cable in the 6 + 2 PCI-E slot?

Umm, No you can not use a SATA power cable in the PCI-E power plug. It won't fit, and don't force it to try. That powersupply can have all four cables plugged in.
