Narrowing down choices for friend

Ohai!

So another friend of mine is possibly wanting a computer to include rig, os, and keyboard.

Not wanting to go higher than $1250. He's tired of dealing with broke laptops all of the time, so these are choices I made for him. Monitor needs to be a 21"+ 60hz 1080p less than or equal to 5ms latency. Decent keyboard. Win8.1. Micro center 2.5hrs away. And or Intel it doesn't matter. Gpu anything between 760+/280+ Ssd optional. Picked last if under budget or omitted if over by the time I get to it. Case needs to be something nice and has good/great airflow and have a window.

What you guys think?? Any comments or suggestions would be great. Best bang for buck you can get without going a penny over $1250. I for one really dig the amd build but then again the other two aren't quite finished. In fact, try to get as close to $1100 with great parts without going over. We're talking highest settings for nearly all games at 50-60fps steady. If you can, try to add the xfx black edition double dissipation bc of the sheer sexy it gives off. Other amd suggestion would be a sweet looking sapphire. Nvidia cards that'd be nice are evga or asus maaaybe msi. Hit me up!

Well here's my take on it, went for a cheap keyboard/mouse combo to make it under 1250 -

(add a cpu coller when you're ready to overclock, ah, there's a couple of shipping charges to add too so that'll prolly nudge it over 1250...)
