The psu you have selected here is perfectly fine. However I recommend 8gb of ram for a gaming/budget build (unless you plan on doing a lot of video/photo editing and rendering).

$20 for shipping for just the memory or all the parts together? And it's up to you really, personally I hate the setup of windows 8.1. I do more than just gaming (c++, html, Java, etc programming) and find 8.1 to be very glitchy and buggy. What I would consider if I were you is a cheap version of windows 7 and then upgrading to windows 9 when it comes out as it should be the fix to 8 as xp was to 98 and 7 was to vista.

Edit: make sure to get 64bit NOT 32bit which is the standard. Also if you get more than 8gb (might be 16gb can't rember) of ram, you need the step up from home edition (I forget what it's called).

Ahh not continental us...the shipping will be expensive. I would say Amazon is probably your best bet for cheapest shipping.
