No guarantee you'll get 4.5 even with an aftermarket cooler. Remember it's up to the silicon lottery.
TBH people have managed 4.6 on a stock cooler, but some have also only managed 3.9.
If you want something budget friendly but reputable look at Cooler Masters CPU coolers. The most popular being the Evo 212.
If water is your preference then I'd say most any of the 240 closed loop rads. Corsair H100i come to mind.
