New build, no optical... How do I install Win 8.1?

For a new build, for which I do not intend to buy or install an optical drive, I'd like to install Windows 8.1.

It's not clear to me if Microsoft sells a bootable USB drive rather than a DVD. How does one go about installing a fresh Win8.1 in this scenario? Or do I need to resort to some crazy workarounds, like finding a friend with a Win7+ computer and creating the media from there? =(

Never done it, so maybe that's why I didn't consider it: I have a USB DVD drive -- are mobo's usually capable of booting from a USB-attached optical drive? Or did you mean that I should use one of those for creating the media?

My scenario: All fresh parts, new from the box; no spare computer; USB "portable" optical drive sitting in the corner... can I still make this happen by just plugging in the drive, putting the DVD in it, and choosing a USB boot?
