Some questions about Up Grade on a ´´Old Motherboard´´

Hi, i would like to upgrade a PC in order to play Video Games, im going to play on a 720p tv, the board i have is the ECS A790GXM-AD3 BE. In order to upgrade i would buy:

*CPU................Phenom II X4 955...............$120.00...........Used.

*Ram................4 GB......................................$50.00...........Already have 4 GB.

*Video card......R9 280/270...................$199.00/150.00.

So i have some questions guys i hope you cal help me:

  1. Is it a good idea or should i buy an new AM3+ board, and the FX-6300? i would like to save some money though.
  2. Would the Board, CPU or a 1333 Mhz Ram Bottleneck the R9 280/270?
  3. I need a recomendations for a PSU, im not going to OC.
  4. Is the R9 280/270 too much for a 720p TV? i would like to play games max for a long period, and maybe ill upgrade to a better monitor 1080p and do cross fire with another R9 280
