I want to build a PC mainly to do school work. I will play games on it occasionally, but it will be games like GTA 4, Fallout New Vegas, and mostly racing games. I'm not looking to max out the games just be able to run them on at least low to medium setting. Will my build work?

Yeah, that's the one I'm building up right now. Without overclocking (because it has a crappy stock cooler) It should certainly play games on Low/Mid, Mid @ 60 FPS. I used to pull ~45 frames on Medium on GTA 4 with my old Dual Core/ GTX 650 setup, so this'll get you there no problem.

Wasn't going to plan on overclocking anyways after I saw my friend destroy hos brand new alienware because he didn't know what he was doing.
