New Build-need budget cuts

So I was trying to make a decent computer that could run graphic intensive games for under $400 AND is quiet. Which in my mind sounds ridiculously unreasonable. But I tried anyway. And it ended up being $550. It may also be missing a few vital parts for keeping it quiet.

Any replacement parts that don't lower performance too much + anything I might have missed?

Theres no way this can happen and meet requirements for $400 including having to buy a os. Your going to be spending aleast $500 if you need a os

http://pcpartpicker.com/p/mjBBxr I would buy a windows key off of g2a.com if you want to keep this under $500. It will run games on medium.
