I pulled this list together, and is this the best I can get for $4,500? I don't really want to cut off from the processor, but anything else I'm not 100% sure I need, so any changes for the better I'd like to know about....

You can do better on your ram. Although it is ddr4 its CAS is extremely high at 15. So you are going be losing a lot of that "2133" speed due to extremely high reload times. Heres a better option for RAM. http://pcpartpicker.com/part/gskill-memory-f32133c9q32gtx It has the same speed but a lower CAS so it will run better.

I understand the ram is DDR3 but atm DDr4 is overpriced... That ram is better then the DDR4 you wanted.

I didn't know that but when looking for DDR4 lower CAS is better. http://pcpartpicker.com/part/kingston-memory-hx424c12pb2k416 Although its only 16 its more then you will ever need. Lower CAS
