Should I upgrade current pc? or build new one?

Hello fellow PCPartPicker's! This community seems like great help, so I thought I would ask for advice. I have only built 1 computer thus far, and it was a few years ago. Here are it's specs:

CPU: AMD Phenom II X4 960T 3GHz Quad-Core

GPU: Radeon hd 6870

MOBO: asrock extreme 3

PSU: 620w seasonic bronze

HDD: Seagate Barracuda 500GB

RAM: 8GB not sure exactly what brand

CASE: Cooler Master Elite Mid Tower

So I was thinking about upgrading all of the hardware, and saving on the case, disc drive, and possibly the psu? I'm on a bit of a budget, but on the other hand I wouldn't mind having the older pc for a media/living room setup. So here is the BUILD I came up with based off of a 10 part combo on newegg.

What do you guys think?
