why would you say that the cooler is older? Its still one of the best, pretty sure you could reach at least 4.5 GHz.

What should I set voltage too? And would this risk overheating in CPU heavy games like planetside 2?

Try 1.25v for something 4.3-4.5GHz-ish

yep as Jacobs4525 said try not to go over 1.25. Remember the lower, the longer life. Some ppl go up to 1.3 but it wouldn't be a good idea.
