$1200 Build, will the 212 EVO be enough for Overclocking?

I was planning on saving a few bucks on a processor by overclocking an i5 4690k, but I didn't know if the 212 EVO cooler would be enough to keep the i5 at a safe temperature. Does anyone know? Also, give suggestions on the build if you see something notable.

you wont be able to overclock with an H97, the first thing to be able to overclock is to get a Z97 motherboard.
