So the goal of this build is to make the best computer possible for $650. I'm planning on playing games like Kerbal Space Program, Battlefield 3 & 4, Call of Duty: AW, etc. I'd like Windows to feel snappy and quick while still performing great on games and potentially recording/rendering.

I'd go with 8GB of RAM but thats the only thing i'd change

http://pcpartpicker.com/p/Yr67ZL A FX 6300 would be a lot better than a i3 for your purposes. If you can't go $16 over, drop the R9 280 and get a R9 270X.
